What does mean few enough, a small number or as many as required? There were few enough women in the force/ police/ army.

It’s normal English, The idea is that the number is low and you don’t want it to be lower. Why are we discouraging women from joining the police? There are few enough as it is.

"Few" would mean not many. "Enough" would mean a sufficient number. But together they make no sense. Perhaps you mean "not enough."

I see the phrase "few enough" occasionally in books or online. It means "not very many" or "not nearly enough".

The sentence conveys the idea of sufficient but I don´t think is grammatically correct. Should there are "not enough" women in the force/police/army. Espero que te sea de ayuda.
