Is it correct to say "an appropriate email structure" or "an appropriate email form" in educational text meaning that a student should use formulaic expressions to start and finish their email, devide their email into paragraphs etc ?

Either one is correct, but it seems to me they are both too vague.
I think you are trying saying that students should write their emails using the standard rules of written English; in other words they should write in complete sentences and well-structured paragraphs and not use bullet points, slang, acronyms or other informal styles of writing?
