I believe a “complete action” here means one that is started and finished in the the given time frame: 1. The statement will be made, and finished being made, later today. It will not still be being made the next day. 2. Talking to the Minister will happen later in the meeting and be finished by the end of the meeting. They won’t still be talking after everyone else goes home. 3. The player won’t play in the game on Saturday. They may play on Sunday, however. “In the future” is self-explanatory.
