Yes. It's that particular course or school's level descriptor. Presumably it's the lowest level they teach. Whether that is A1, however, I don't know. Some courses are only suitable for speakers above a certain level. You'd need to contact them to find out what is covered in each level. Maybe they offer a level test before enrollment.
