That last sentence is trying to say the difference between what is useful versus what is useless is difficult, because it lies somewhere between what you want to do and the spreading of fear. It really is a stupid sentence and makes no sense. It just sounds pretty but when you analyze it, it's just plain dumb.

Perceived: What many people think about something/ what people see on the surface. It might be true but this word tries to make it seem like it isn't. Another word for it is assumed
It comes from the root word perceive
Intent: What someone wants to do
Perceived intent: What people think someone wants to do. It's probably an incorrect assumption.
Perpetuation: To encourage or continue an idea or thought.
Another word for it would be continue
It comes from the root word perpetuate
Another way to say the sentence would be "trapped in a fog of incorrect assumptions and an endless continuation of fear"
