If you’re just talking about the highlighted parts, where it describes Flaubert eliminating needless and excessively flowery words, then I’d say yes, it is. Being concise and keeping it simple are generally good habits to practice, in my opinion. (Of course, what it means to be “concise” and “simple” varies a lot with context. A writer might use long sentences and ornate language but if the words are well chosen and essential to the purpose, then it’s still “concise.” At least, that’s how it seems to me.)
Obviously most people won’t want to spend a whole afternoon searching for the exact right word—but most people aren’t trying to write great literature either. But it’s worth some effort to find the right phrase and avoid unnecessary verbiage.
