"1st homework" is confusing.
What does "1st" mean. Is it the 1st to finish? Do you mean "the best" homework or who did their personal best?
Also
Both are incomplete phrases.
Words after "for" and "with" are just added descriptions about the students so there need to be a verb.
Excellent students who did well on their homework about writing their dreams RECEIVES (the verb) a gold star.
