I live in Germany and I would say yes, it is safe to travel in Germany after the pandemic. You have to take care on some special places but I guess that’s all over the world. It is safe to travel by train and car. Most people are friendly but some are more introverted. It depends on the area where you go. We have many nice places in Germany , you can learn a lot about our culture and visit interesting villages. Whenever I’m in a hotspot I take more care as normal about my purse and mobile. ( not only in Germany)
