As you known, "дождь" has two pronunciations(true?): [дошть] and [дощ].
1.
Which is more common? Is one of them more formal or what?
2.
Is it that the -ждь of дождь in the first sentence below does not get devoiced and in the second does?
Дождь идёт.
Зимой идёт снег или дождь.

I’d say the correct way to pronounce it is «дошть».
I suppose the «дощ» word doesn’t exist in Russian. It’s Ukrainian word with the same definition .
Some Russian speaking people may use this word though. You may consider it as a colloquial.

Когда-то, действительно, произношение [дощ] признавалось единственно правильным, позднее – предпочтительным. Но эти времена давно прошли. Сейчас словари фиксируют два варианта: [дошть] и [дощ]. Оба являются нормативными, но рекомендуемое произношение – [дошть]. Вариант [дощ] постепенно уходит из языка.
Once upon a time, indeed, the pronunciation of [дщо] was recognized as the only correct one, later it was preferable. But those days are long gone. Now dictionaries record two options: [дошть] and [dдощ]. Both are normative, but the recommended pronunciation is [дошть]. The variant [boards] is gradually disappearing from the language.

Both options are correct. I'm used to saying [дошть] it's convenient for me. And what about you? Which option do you like more and which one is easier to pronounce for you?

Например, в песне «Дождь» группы ДДТ солист поёт [дощ]. В повседневной речи чаще встречается вариант [дошть].
