Both statements are false in that neither are generally true statements about beggars. Someone can both work and beg, and beggars can ask for things other than money.

Yes, they are both right. When taking multiple choice tests, the challenge is not just to pick the right answer. The challenge is to pick the answer that the people in charge want you to pick. My guess is that they want you to pick (a) because it gives more details. A person who merely asks for food might not be a beggar. For example, your child might ask you for food but is not a beggar.

Jonathons reasoning sounds good but my child might also ask for food and does not work 😁.
Most beggars ask for money. For that reason (a) is the most suitable response.
