In your sentence the phrase "any person" is correct; however, it would be more natural to use the pronoun "anyone" (anyone means any one person/any single person).
And because "any person" or "anyone" is singular, we use the singular verb "is".
Also, we usually say "interested IN doing something, so "interested in practising speaking with me.
The complete sentence should be: "Is there anyone who is interested in practising speaking with me?"
