Can I use stative verbs with present perfect continuous tense?

I believe you can sometimes.
Some stative verbs can be also be considered as active verbs, depending on the context the verb is used in. As such, they may be used in the continuous tenses. Since these stative/active verbs are a “special case”, you will just have to learn and remember which ones they are. Eventually, they will become second nature to you. 🙂

Examples:
HAVE (a stative verb)
“I have an old car.” (state – possession)
“I've been having a quick break.” (action – having a break is an activity)
TASTE (a stative verb)
“This coffee tastes delicious.” (state – our perception of the coffee)
“The chef has been tasting the soup.” (action – tasting the soup is an activity)

No Stative verbs are not used in any continuous tense.
