I've no idea what your level of fluency/pronunciation is, but perhaps you're not quite at the level to have a comfortable conversation, yet? I might be totally wrong, but if I'm right, try to surround yourself with a handful of Chinese who are sympathetic to your learning needs, and are willing to be a bit more patient. Generally, the default language between two people will be the one that's more fluid in conversation, unless you specify that's not what you want.
Another reason is that the interlocuter might simply be delighted to practice their English. China has very few non-Chinese native speakers, so English learners will be very eager to practice their English with you. Also, many people just feel a bit strange speaking Chinese to a non-Chinese person, just to the sheer incongruence of it. Finally, others still will feel that speaking your language is a way to make you feel more comfortable and reduce your social pressure. There are a number of rational explanations for why people might not be speaking Chinese to you, so don't jump to the conclusion that you're being rejected.
To be honest, I'm very surprised that in China you're not completely surrounded by non-English speakers! Most Chinese people don't have the English skills to speak to you in English, even if they wanted to. Perhaps ultimately what you need to do is expand your social circle to include non-English speakers. Ask your English-speaking Chinese friends to introduce you to their own friends, and this will be very easy. Be proactive, otherwise people will assume that you (like most foreigners in China, unfortunately) are uninterested in improving Chinese.
