There's not really a difference of meaning. It's a point related to Spanish structure and syntax.

The main order of sentences in Spanish is: SB + VB + STH... Although, it is not fixed. You can say both alternatives (as correct).

Sorry for my bad English, I tried to explain this the best I could.

Related to what German said above... both are pronominal verbs, because they need the pronoun which refers to itself (SB). Although, the syntax order causes that in the 1st sentence, the pronoun apperd before the vb resolcer (to solve) instead the 2nd, which requires vb + pronoun.

It means the same. You are just changing the conjugation. Those (the second form) are 'verbos pronominales'. I recommend you to google about pronominal verbs in Spanish, and maybe that could help you to solve your doubt.

But " That is going to be solved - that will be solved " is the same thing said in two different ways, apparently in spanish, that means 2 different things.
