Yeah, I think it's very true. Italki here is a very good example of this situation, and based on my own experience I always get messages from others to practice their English despite it not being my native language.

Not all countries adopt English as their formal second language or take steps in integrating English alongside our respective native languages thus there is always a demand for English natives on sites like this for speaking practice. Benefits the native speakers since it'll be quite easy for them to find partners for their target language but not the other way around though
