There are variations in pronunciation.
Neither my wife nor I pronounce the [w] (I have a General American accent and she has a General Canadian accent).
However, when I experiment by raising my tongue for "er" (transcribed as [ɚ] or [əɹ] or [ər]), I get [wər].
Lower
[ˈloʊ(ə)r] (New Oxford American Dictionary)
[ˈloʊwə̝r̝] (my pronunciation with a raised tongue position)
Interestingly, both the online Collins dictionary and the Oxford Learner's Dictionaries give recorded American pronunciations with an intrusive [w].
