In my opinion São Paulo is a good option for your holidays because it's the biggest and most beautiful city in Suth America, it has lot of places to visit, wonderful beaches and the weather is fantastic. People are really friendly and polite there, you coulld make lot of new friends but you'll need to learn portuguese first. I don't recomend to live because it's very expensive, it has a terrible public transport system and it's very crowded.

You forgot to mention the epidemic of Gang Rape in public places in Brazil, making it one of the most dangerous countries to visit in the entire world.
