Studying in Europe isn't impossible, but you will need to contact the German embassy to ask about visa requirements. Some states in Europe will require a language test, and a grade average at school or college. You might also be required to show that you have the financial means to support yourself during your studies.
Unfortunately, with the civil war in Syria and economic sanctions against your country, you might find that the requirements are much more difficult this year. That's unfortunate, but politicians make the rules :(

DAAD doesn't have a branch office in Syria, but they do have an office in Jordan or Turkey.
