whether or not you can omit "be bewitched" depends on the context. The sentence needs "to be" at the end. "...thought that both women and men could be bewitched, but women were more likely"- this also needs "to be" at the end, it is no good like this

What about just “But women are more likely”, without “to”?

It needs to have the word 'be' at the end. 'but women were more likely to be.' This however is still clumsy and not good english. A better sentence could end '...but it was more likely that women were suspects. Using the word 'suspects' changes it slightly but gets rid of the awkward 'to be' issue. (you could say looked on with suspicion, also) I hope this is helpful.
