"Bummed" or "bummed out" means that a person is disappointed. It's very common in informal American English. As in "I wanted to go to the movies tonight, but I'm sick. I'm so bummed!"
You will also see "that's a bummer" sometimes, which means "that's too bad". As in "You crashed your car? That's a bummer."
