In my opinion a teenager shouldn’t be treated like an adult because he/she hasn’t still reached a sufficiently high level of personal growth and maturity. That’s not an excuse to forgive them after a crime though, but it is something to consider speaking about punishment. Maybe would be more useful to think to a penalty which aim to educate the young person in a positive way.
