من is a partitive article just like from but
عن it is like about
Examples
انا اريد قميص من قمصانك
I would like to take a shirt from your shirts
انا لا اريد ان اتحدث عن هذا الموضوع
I don't want to talk about this matter

عن ( حرف جر) about / from
if you are saying this... حديث عن فلان.... that's mean has been taken from that person. (that person is the one who told the story.
من (حرف جر) from
Means that the story is being taken from a special book
But in normal Arabic speaking they got another meaning as well
For example let's talk about friendship
لنتحدث عن الصداقة
