2. When/how is 泣かれるbe used?
3. I saw an example and it said translated it as “a baby is crying to me” but how does it mean to me with the は particle after 私?

In this case, tiu make the baby cry though you don't mean it. For example, the baby cries when you tries to make him laugh. You can use this for adult as well. 彼女に泣かれてしまった。You hurt your gf, but not on purpose.
