What does "prescribed for surgeons" mean?
something like: recommended for doctors, maybe

The sentence should be more like:
"Prescribed by surgeons".
Prescriptions are orders for medication. Usually we just say doctors prescribe something, as surgeons can, technically. But generally, we just say doctors. Or else, if something is not a medication but just something recommended, the expression is "recommended by doctors".

First of all a Surgeon is: a medical practitioner qualified to practise surgery.
As for to prescribe: means like to "order,advice,authorize"
(of a medical practitioner) advise and authorize the use of (a medicine or treatment) for someone, especially in writing.
