What's the meaning of "wind up"?
Many of those in positions of power don’t want to be managing at all. True, some of them have found their way into management because of thrusting ambition. But others have ***wound up*** there because it is the only route available to more pay and greater influence.

Wound up in this context means to arrive there.
For example "After my trip to Italy, eventually I wound up living in Italy.

In this context, it is an informal phrasal verb. Oxford Learner's Dictionary says: wind up
(of a person) to find yourself in a particular place or situation
