The phrases "get on the computer and to be on the computer" mean someone is using a computer but they aren't connected, or it means someone is using the computer and they are also connected?

Both mean that someone is using a computer, but neither means that they are necessarily connected to the internet. They might be, but we don't know.
We'd normally talk about getting / being online.
