In the US, it's old-fashioned sounding, so I wouldn't say it. More generally, you can say 'so excited' or maybe 'thrilled.' 'I'm so excited about that new movie.'

"Over the moon to..." is used to express extreme happiness or excitement about something. It's a common and normal expression in both spoken and written language. Example: "She was over the moon to hear she got the job."
