Flood can be used as a verb (as well as a noun and adjective). The house was flooded (by water). The phones were flooded (by lots of people calling). There is flood damage. In 1980 there was a huge flood.
Flooding can’t be used as a verb. I can think of gerund and noun. He opened the curtain, flooding the room with light. You built your house where there is a chance of flooding.
