There is no difference in meaning between 'have' and 'have got' when referring to possession.
The only difference is in the structure in the question and negative forms in the present simple
Like most other verbs 'have' takes the auxiliary do/ does 'Do you have a dog?' 'No, I don't have a dog.'
'Have got' does not take an auxiliary. 'Have you got a dog?' 'No I haven't got a dog.'
'Have' is also used to denote action. 'It's time to have lunch.' 'Have got' is only used for possession.
We use 'have' for the past and future, not 'have got'. 'When I was young I didn't have a dog.' NOT 'I hadn't got a dog.'
'Have got to' can also be used to mean 'Have to' to express obligation.
