Normally we use 'it' except when using the word 'Motherland' (your native land, country of origin or the land of your ancestors) in which case you can use 'she'.

It depends on the cultural aspect of the country you are talking about - Russians - Mother Russia... Germany - Fatherland! It is always safe to use "it".
