Something has caused a large number of people to worry about this particular thing or situation.
" has been brought into focus"
means (figuratively) that something has been made clear and understandable.
Examples:
"The rise in the interest rate aroused a wide concern among the shareholders."
" The reason for the rise in interest rate has been brought to focus."
