'to plan on doing something' means to intend to do something.
So the sentence is perfectly alright.
As mentioned above there are several other ways to ask such a question.

You would say: "How do you plan to celebrate your birthday?"

Grammatically correct. However this is not the only way to express it. The most common in speech is, "Any plans for your birthday?"
