If something stinks it "smells to high heaven."  (Only bad odors).  You can say "stink to high heaven" too.

You walk into your house and notice that nobody had emptied the trash for two days.  You can say it.  "Boy it smells / stinks to high heaven in here."

Use it for real odors not for the government officials.
