Another way of saying this is " to put the moves on someone" = to make sexual advances.
Example: That guy really put me off. He's always trying to put the moves on someone.

I've never heard this actually used..I think "I'm going to put the moves on you," is more common..It means, I'm going to flirt with you or "make a move," which could mean, flirting, asking someone out, kissing, etc.
Such as "Stephen decided to put the make on her when he saw her dancing."
