Can “novice” be used as adjective? ex. This lesson will help the novice or experienced traveler avoid potential travel problems, allowing for a pleasant journey. Does the “novice” above be used as an adjective?

This is an example of a noun acting as an adjective. It is quite common; office door, clothes shop, tennis shoes, novice traveller.

If your question was actually "can novice be used as an adjective," then the answer is of course: she is a novice hairdresser, he is a novice teacher, she is a novice politician, etc. But in the examples you used, it is functioning as a noun.
