「~と言(い)うか」is informal (chatty) Japanese. Formally we say 「~と言(い)うよりも」 *I feel more like lazy than busy. e.g. She is more like beautiful than cute.=彼女はかわいいというか<というよりも>きれいです。 He is more like a friend than a teacher=彼は先生というか<というよりも>友達です。

忙しいというかめんどくさい=I am not really busy, but I feel lazy./I am not really busy, but it is too much of a hassle.
