"By far the lowest" = definitely the lowest, no other is nearly as low.
"By far the best" = <same thing as above, only for 'best'>
"Twice as likely" = twice as probable that it will happen [exact definition] or much more likely that it will happen [common understanding]

"By far the lowest" indicates that the second lowest is a long way behind.
