Is the construction "more and more rarely" correct? I suppose it's not, so how should it be?

Yes, it's fine. e.g. I used to go out often but I've been going out more and more rarely lately.

i see him more and more rarely these days. i suppose it is valid.

It's grammatically correct and it depends on the context of the statement that you are constructing.
Example: She goes back home more and more rarely these past few months.
