These verbs have different meanings. The verb позвонить means to telephone: позвонить другу, родителям.
The verb вызывать means to ask to come: например вызвать врача, милицию

вызовите, позвоните - these are the imperative forms (when you refer to someone in the polite form "Вы" or if you refer to a number of people "вы"): "Пожалуйста, вызовите доктора."
вызови, позвони (without -те) are also imperative (but the form is informal "ты"): "Вызови доктора."
вызвать, позвонить are infinitive. But позвонить means "to ring/ring up", it is derived from the noun "звон" = ringing.
