What's the exact meaning of "granted" in this sentence?
I read a sentence discribed like this: IRB approvals of Protocol and Informed Consent must be granted by the full, duly constituted board. It means the approvals should be full and duly, or the consititued board should be full and duly?

It means "given" The bit "full, duly constituted board" refers the the status of the board which must be full ( all of its members) and they must all be properly elected members
