You are correct you can choose your friends but you can't choose your neighbor.i have also, neighbor here they are very noisy too.specialy thier dogs always barking verly loud. I hate noise so much.i talk personaly our neighbor but they dont care..i just let them pass.but im still thnkful because some of my neigbors are very kind except this one.
