commit a crime
perpetrate a crime
with "crime"these two words have same meaning
but commit also means to say officially that someone must go to prison,to say officially that someone must go to prison,etc.

Both words have the meaning "to do a crime", but perpetrate is an academic word. Also, "commit" has several other meanings.
