"Hoosier tails" is a word play. The phrase is a play on "Hoosier tales" - Hoosier stories. A Hoosier is someone coming from the U.S. state of Indiana.
"kinda squirrelly" = sort of (a little) crazy.
A slang term for crazy is 'nuts'. 'Squirrelly' also means crazy and comes from the fact that squirrels like to eat nuts.
"Zippy" means full of energy. I would have to see the context for a complete definition.
