It means "He is my father's friend" You would hear "He's a friend of my father's" in spoken and informal English, but it is technically incorrect. It is a double possessive. "He is my father's friend" = "He is a friend of my father" Either of these two forms is correct. The example given is not, because it combines the two correct forms, unnecessarily.
