la congratulazione di "cuocere"
My dictionary says "noi cociamo, voi cocete" while word reference says "noi cuociamo, voi cuocete". So which is correct?

Sono corrette tutte e due le forme. Una buona grammatica dice che è da preferire quella che tu hai  trovato sul tuo dizionario, ma puoi usare anche l'altra. 
Cuocere è un verbo irregolare che nella sua CONIUGAZIONE / non 'CONGRATULAZIONE' :)  /
segue la regola del 'dittongo mobile'.
