what's this (으)려면??
And 으면 and 으 ㄹ 때 both means "When" So whats the difference?
When i have to use 으면 and 으 ㄹ 때 ?

It really depends on where you saw this. if it was a question you had to fill in, that means you can or can not use (으) in the phrase depending on the word that will go on the blank.
Example:
"_________(으)려면." + "닫는다" (TO CLOSE) = 닫[으]려면
But if you use another word...
"_________(으)려면." + "때리다" (TO HIT) = 때리[려]면
2) [ 으면 & 을때 ]
Actually, 으면 and 을때 do not mean the same thing. Koreans typically use "으면" when they are not completely sure IF it happened, is happening or will happen. They use "을때" when they are talking about WHEN it happens.
Doesn't make sense?
For Example:
"너 졸업장 받[으면] 예기하자" = "Let's talk if you receive the diploma"
"너 졸업장 받[을때] 예기하자" = "Let's talk when you receive the diploma"
