It means that the infantry formation is lacking discipline and organisation. The sentence could similarly be: if the troops are organised lazily and without care, although in the original the emphasis is more on the formation of the troops rather than their overall organisation. Hope that helps!

Like does it mean the ranks are forced in the way they are formed or formed untidy. I don't know if for non-natives is easy or not

isnt it a very easy sentence? The only difficult word is, perhaps, slovenly.
sloven means someone who is untidy by nature.
