You only need to use 'got' if you use a contraction such as I've,you've ,we've, they've and it's. 'Got' is not needed if you say 'have' instead of a contracted form. And even then it's not needed but people use it anyway.
The following use to be perfectly acceptable but are less popular now.
I've a wife and children waiting for me so I can't stop for a drink just now.
I've a dog and two cats.

You can use both equally when the meaning is "to possess" I've got a car = I have a car.
However,
1. you cannot use 'have got' instead of 'have' in expressions and phrases like 'have lunch', 'have fun' 'have a row' etc.
2. you can use have in any verb tense and with modal verbs but you can't use 'have got'.
Ex. CORRECT I had a dog when I was a child; WRONG I have got a dog when I was a child.
CORRECT You must have driving license; WRONG You must have got driving license (meaning 'it is necessary for you to own driving license')
3.If you change direct speech into reported speech, you usually have to change 'have got' into 'have'
Ex. He said: "I've got something for you." He said he had something for me.
Hope this helps.

have=have got
I have many books. = I have got many books.
But we use "have got" only in present. We can't say "I had got" , "I will have got"...

Both are same and we use for possation. american people use HAVE and British people use HAVE GOT.

They mean pretty much the same thing. I would go with have instead of have got though because it's simpler.
For example:
"I have 10 apples" and "I have got 10 apples" mean the same thing. But people here would say I have 10 apples.
However saying "I have got an apple" would sound slightly odd compared to "I have an apple."
Got in this case means it's in your possession. If you simply say you have something, it's implied that the thing is in your possession. So saying I have got isn't wrong most of the time, but saying I have is simpler.
