The character has misinterpreted a two-syllable word as two words. It has a slightly humorous effect.
The "I have (x) words for you" phrase is used to dramatically create anticipation for what the speaker will say next.

As far as I remember, the guy was trying to befriend with the girl and Jackie Chan didn't like the guy. So he told the guy, two words 13, meaning the girl is only 13 years old, so no dating ;))))
