What does 'katte' mean? and why exactly is it that it's written like katsute in hiragana but katte in romanji?

Hmm... context needed. "Katte(かって)" could mean "Please buy"/"Selfish"/"Liberty" etc... depending on the context. "Katsute(かつて)" normally means "once"/"before", but some people write/read it as "katte" too (I don't know if it's grammatical though). Or maybe you're talking about the little つ, 「っ」??
